The Santa Rosa City Employees Association (SRCEA) recently secured the official registration of its Collective Negotiation Agreement (CNA) with the Civil Service Commission (CSC), in compliance with Executive Order No. 180 of 1987. This comes after SRCEA applied for registration in compliance with Executive Order No. 180 of 1987, which lays the foundation for the rights of government employees to organize and negotiate agreements.

The certificate was presented during the weekly flag raising ceremony on March 24, 2025, by Dir. Maria Leticia G. Reyna, Director IV of the Civil Service Commission (CSC) Regional Office IV and Dir. Charity Arevalo, Director II of the CSC Field Office Laguna.

SRCEA President Gilbert Villanueva and officers, alongside City Mayor Arlene B. Arcillas, Vice Mayor Arnold Arcillas, and City Councilor Antonio Tuzon, Jr., received the certificate with city department heads and employees in attendance.

Director Reyna clarified that while the CNA is effective from February 10, 2025, to February 9, 2028, the updated 2024 Implementing Rules and Regulations of EO 180 extend the agreement's validity to four years.

She also noted that the new SRCEA officers, to be elected in August 2025, could choose to enter supplemental negotiations.

She added that she will meet with the current officers of SRCEA later that day to explain the changes brought about by the 2024 IRR of EO 180 s. 1987.

SRCEA President Gilbert expressed his gratitude to the local government, particularly Mayor Arlene, for their continued partnership in negotiating agreements that benefit the city’s workforce. He highlighted that SRCEA not only represents its members but advocates for the overall welfare of all employees.

He also addressed the annual collection of agency fees from non-members when the CNA Incentive is distributed, noting that this is outlined in the CNA.

The latest CNA was signed between parties on December 2, 2024.
